Projects
Airport Terminal Project
The Stillwater Regional Airport (SWO) is getting a new terminal! Phase one of the project includes the construction of a new terminal building, a four-lane drop-off area, and a parking lot. The terminal will be approximately 31,000 square feet with two gates. Later phases will include additional parking, a parking access road, utility relocations and a roundabout. Learn More →
Latest Update (12/02/2025): Phase 1 - Terminal Construction: Terminal construction has surpassed 65% completion. Roofing installation and exterior wall framing are complete. Mechanical, electrical, and plumbing trades continue to work on roughing in utilities. Phase 2 - Access Road, Roundabout, and Utilities: Phase 2 has surpassed 22% completion. Utility relocations are complete. Relocated access road earth work is nearly complete. Stillwater City Council approved the award of the contracts for Project Work Package #5 (North Triangle Parking Lot) on Monday, December 1, 2025.

The HUB
The HUB is a family-friendly entertainment center with pickleball courts, movie theaters, bowling lanes, arcade games, meeting rooms, a sports bar and a food venue, operated by the Tonkawa Tribe of Oklahoma. Lambert Construction is building the facility, and the City of Stillwater is enhancing the sanitary sewer system by laying approximately 600 feet of 8-inch sewer line, including boring under US-177 and replacing old clay pipe.
Latest Update (01/08/2026): The sanitary sewer system project is complete. We are looking forward to the completion of the Hub entertainment center.
Rails-to-Trails
The Oklahoma Department of Transportation (ODOT) awarded a grant of approximately $1 million to the City of Stillwater for a project that would convert unused railroad tracks to multi-use trails.
Latest Update (09/26/2025): The City anticipates receiving preliminary plans for Phase 1 of this project, spanning from Lakeview to McElroy, from the design engineer in the near future. On July 21, 2025, the City Council approved a lease agreement with the Oklahoma Department of Transportation (ODOT) to convert the rail corridor into a pedestrian trail. The City is currently finalizing the design scope for Phase 2, from McElroy to 6th Avenue, with the design engineer. Additionally, negotiations are underway with the design engineer regarding the scope and fee for removing the rails and ties within the corridor.
Washington School
The Booker T. Washington School, located on 12th Avenue between Knoblock and Hester, was purchased by the City of Stillwater thanks to a generous gift from an anonymous donor. With help from the community, Washington School is set to be restored in the near future. The first community clean-up day saw significant progress, the banquet fundraiser was successful, and the Washington School Committee was recently formed. Learn More...
Latest Update (01/08/2026): The Stillwater City Council approved the Tourism Advisory Committee's recommendation to authorize the use of funds for asbestos abatement and demolition of the accessory structures at the Washington School building. Animal Welfare Facility
Stillwater’s 37-year-old Animal Welfare facility has not kept pace with the growth and needs of the Stillwater community. Because of lack of funding, the Animal Welfare building has been unable to make many upgrades and improvements through the years. Learn more →
Latest Update (09/30/2025): The proposition for the new Animal Welfare facility passed last April. This week, City staff selected a Construction Manager at Risk (CMAR) for the new Animal Welfare facility.
Data Centers
A committee of local taxing jurisdictions and citizen representatives unanimously recommended a project plan that will allow for the development of at least one, and potentially up to six, data center facilities located near the former Armstrong facility. Learn more →
Latest Update (08/15/2025): Google's Stillwater data center project, part of a $9B Oklahoma investment, was celebrated this month with Gov. Stitt and Mayor Joyce. It will create jobs, use 700MW clean energy, and support OSU/OU students with free AI tools. Site prep continues, with construction permits nearing completion. Water Projects
The Stillwater Regional Water system serves more than 123,800 people and covers more than 900+ square miles. We continue to meet water quality regulations but our infrastructure is inadequate to meet future needs. The raw water delivery and treatment systems need repair and enhancements to accommodate continued growth and economic development in our city and region. Learn more (PDF) →
Lake McMurtry Pipeline Project
Stillwater is taking significant steps to safeguard our water supply by introducing a second water source from Lake McMurtry. A new 7-mile, 36-inch pipeline, and new pump station will improve the city's water system resilience, help maintenance efforts and safeguard against outages. Learn more →
Latest Update (01/12/2026):The design phase is almost complete. The permitting process will begin soon. Easement acquisition is still in progress and moving forward as planned.
Recovered Water Pump Station (RWPS) and Finished Water Pump Station (FWPS)
We are replacing the outdated RWPS and FWPS with new facilities designed for 24 million gallons per day (MGD), expandable to 30 MGD. The $27 million project, which includes replacing the Yost Pump Station and housing new pumps in the FWPS building, began in February 2024 and is set for completion by December 2026. Learn more →
Latest Update (01/12/2026): Both buildings are now structurally complete. The interior work, primarily electrical systems and controls, is currently underway and is the last major phase of the project. Project is on schedule for completion in Summer 2026.
Water Treatment Plant Chemical Improvements
The chemical improvements project at the water treatment plant includes replacing lime and carbon dioxide feed systems, upgrading chlorine and ozone systems, and adding sodium hydroxide and sodium hexametaphosphate for water stability and corrosion prevention. Construction began in February 2025 and is set for completion by April 2027. Learn more →
Latest Update (01/12/2026): Masonry work on the Chemical 02 building will begin this month. The Booster Pump building is now structurally complete, with the pump skid and interior process piping scheduled to begin next month. One ozone generator has already been upgraded, while work on the second is ongoing.

Monticello Drive Reconstruction & Utility Improvements
S Monticello Drive, from W Admiral Avenue to W University Avenue, is scheduled for a pavement replacement project beginning January 2025. The project includes reconfiguring the intersection of Monticello and University for improved safety, replacing the existing pavement, installing new water lines, constructing new sewer manholes and replacing sanitary sewer lines.
Latest Update (01/08/2026): This project is nearing substantial completion, with nearly all work finished along Monticello between University and Admiral. Remaining work includes installing sections of sidewalk between Arrowhead and Admiral, as well as completing improvements at the intersection of Admiral and Monticello. We anticipate the substantial completion of this project towards the end of February.
Pavement Management Program
The Pavement Management Program (PMP) for fiscal year 2025 includes improvement projects for various roads and sidewalks. Projects range from small patching projects to full reconstruction of selected roads. Many projects are proposed in this program, including: Sidewalks, mill and overlay, patching, surface treatment, and full reconstruction projects.
Latest Update (08/15/2025): City staff will present to the City Council on Monday, August 18, 2025, regarding the Fiscal Year (FY) 2026 Pavement Management Plan, followed by discussion and possible action to approve it.
Fiscal Year 2025 Capital Improvement Plan Projects
Stillwater Utilities Authority (SUA) remains committed to providing reliable, high-quality drinking water and wastewater services for the residents of Stillwater. As part of this mission, several key infrastructure upgrades have been identified and included in the FY2025 Water and Wastewater Facilities Projects. These improvements focus on maintaining system integrity, supporting growth, and enhancing service reliability throughout the City’s water distribution and wastewater collection systems.
Project Highlights:
- Northeast (NE) Zone Transmission Line Expansion
- A new water transmission main will be installed to serve the Northeast Zone, which is supplied via the Perkins Tower, located just east of North Perkins Road near East Richmond Road. This critical infrastructure will improve system redundancy and support anticipated development in the area.
- Water Storage Tank and Flow Control Improvements
- Improvements are planned at five (5) existing water storage tanks. Additionally, a new flow control valve (FCV) vault will be installed to monitor and manage flow between the Central and Northeast Pressure Zones, enhancing operational flexibility and system efficiency.
- Water Treatment Plant Solids Contact Unit (SCU) Rehabilitation
- The Solids Contact Units at the Water Treatment Plant (WTP) will be rehabilitated to improve treatment performance, extend equipment life, and ensure compliance with water quality standards.
- Airport Road and Wright Drive Water Line Replacement
- This project includes the replacement of the aging 12-inch ductile iron pipe (DIP) water line along Airport Road from North Washington Street to Airport Industrial Road, and south to Lakeview Road. It also includes replacing the 6-inch DIP line extending from Airport Road, northeast up Wright Drive, east to Land Run Drive, and south along Land Run Drive to Airport Road.
- Sangre Road Water Line Replacement
- Upgrades include replacing the existing 12-inch DIP water line on the east side of Sangre Road from Sangre Ridge Elementary School to the 18-inch PVC line at 2823 S. Sangre Road. Additionally, the 16-inch DIP water line from 32nd Avenue south to Woodland Trails Avenue will be replaced to improve flow capacity and reliability in the area.
- Replacement of Two Sanitary Lift Stations
- Two aging lift stations—Woodland Trails and Quail Ridge—in the City’s wastewater collection system will be replaced. These upgrades are critical for maintaining dependable service and reducing the risk of overflows or operational failures.
Recently Completed Projects
Block 34
Block 34, located in downtown Stillwater, has long been a desired location for a special community space. Steve Irby, a Stillwater resident and owner of Kicker, has partnered with the City of Stillwater to fund the development, programming, and operations support for Block 34 over the next ten years. In addition to this, the roads surrounding Block 34 will be restored. Learn more →

Fire Station No. 2
The 83-year-old building is woefully outdated and falls well below current national environmental, safety, technological and living standards. In addition, despite the best efforts of Stillwater firefighters, Fire State No. 2 response times are hindered by its location and physical limitations. Learn more →

3rd Avenue Bridge
Replace the bridge on 3rd Avenue that crosses Boomer Creek from Park Drive to Perkins Road. The new bridge will add sidewalks and bike lanes.

Improvements to Airport, Park & Harned Roads
The Airport, Park, and Harned Roads improvements project includes full concrete pavement reconstruction, of the following:
- Airport Road from the railroad tracks (between Husband Street & Park Drive) to Perkins Road
- Park Drive from Harned Avenue to Airport Road
- Harned Avenue from Park Drive to Perkins Road

LED Streetlight Fixtures
Stillwater Electric Utility (SEU) is installing LED streetlight fixtures in an effort to be more energy efficient while also increasing traffic safety with brighter and higher quality lighting.
