Stillwater Electric Utility Nationally Recognized for Safety Practices and Reliable Public Power

City of Stillwater News Posted on April 21, 2025

(Stillwater, OK) – Stillwater Electric Utility (SEU) earned Diamond status, the highest possible ranking, from the American Public Power Association’s Safety Award of Excellence for safe operating practices in 2024, within the category of 110,000-249,999 annual worker-hours of exposure. SEU also received the Reliable Public Power Provider (RP3)® Diamond member designation for providing reliable and safe electric service.

More than 200 utilities entered the 2024 Safety Awards. Entrants were placed in categories based on their worker-hours and ranked according to their incident-free records and overall safety programs and culture during 2024. The incidence rate is calculated based on the number of work-related reportable injuries or illnesses and total worker-hours, as defined by the Occupational Safety and Health Administration (OSHA).

“We couldn’t be prouder to be honored with the Diamond member designation from the American Public Power Association,” said Loren Smith, electric utility director of Stillwater Electric Utility. “This prestigious award highlights our expert team's unwavering commitment to safety and their exemplary leadership in public power.”

The Safety Awards have been presented annually for more than 65 years.

“In our industry, safety must be top of mind every day,” said Scott McKenzie, chair of APPA’s Engineering and Operations Conference safety track and senior director of member training and safety at AMP Inc. “These honored utilities demonstrate a commitment to safety that runs through every aspect of their organizations.”

The RP3 designation, valid for three years, recognizes public power utilities demonstrating proficiency in four key disciplines: reliability, safety, workforce development, and system improvement. Criteria include sound business practices and a utility-wide commitment to the safe and reliable delivery of electricity. Stillwater Electric Utility joins more than 250 public power utilities nationwide that hold the RP3 designation.

Stillwater Electric Utility is one of three municipal utilities in Oklahoma holding the Diamond member ranking, the highest possible designation.

“Receiving an RP3 designation is a great honor signifying a utility has demonstrated commitment to industry best practices,” said Jeremy Ash, chair of APPA’s RP3 Review Panel and chief operating officer at Kansas City Board of Public Utilities, Kansas. “Ultimately, the culture developed from pursuing excellence and continuous improvement through the RP3 program results in measurable value delivered to the local community.”

This is the second consecutive year Stillwater Electric Utility has earned the Diamond member designation. Combined with its RP3 Diamond designation, this makes the utility a triple Diamond award recipient from the American Public Power Association. Stillwater Electric Utility is proud to be your
public power provider.
